If you are an Indian national or a foreign national of Indian origin relocating to India, you may be eligible for the Transfer of Residence (TR) scheme, which allows you to import personal and household goods at significantly reduced or zero customs duty rates.
To qualify for Transfer of Residence benefits:
- You must have lived abroad for a minimum of 2 years immediately before arriving in India
- Your total stay in India during those 2 preceding years must not exceed 6 months
- You must not have claimed TR concession in the preceding 3 years
- Goods must have been in your possession and use for at least 1 year
- You must intend to reside in India for at least 1 year (a visa valid for 1 year or above is required)
- The Transfer of Residence scheme is available to both Indian nationals and foreign nationals. Speak to your APAC consultant to confirm your eligibility and maximise your duty-free benefits
India’s customs process has specific requirements. Your APAC consultant will guide you through every step, but here are the most important rules to be aware of when shipping household goods to India:
- The owner of the goods must be present in India for customs clearance (non-diplomatic shipments)
- All shipments are subject to customs examination unless they are diplomatic shipments
- All containers, except diplomatic ones, are offloaded at the Point of Entry and reloaded into vans for onward delivery
- Foreign nationals must hold a valid visa for at least 1 year
- Indian nationals returning on Transfer of Residence must have lived outside India for a minimum of 2 years before the transfer date
- The owner must not have visited India for more than 180 days in the 2 years preceding the move
- Air shipments must be dispatched from the origin airport within 15 days of the owner’s arrival in India
- Sea shipments must be dispatched from the origin seaport within 1 month of the owner’s arrival in India
- Shipments may arrive at Indian ports up to 2 months before the owner — but will be subject to demurrage or detention charges
- Electronic items should be packed at the front (opening side) of the container with a separate inventory list
- Diplomatic shipments require a packing list stamped by the Consulate or Embassy
- All wooden packing materials must be fumigated and treated as per ISPM-15 regulations and accompanied by a Phytosanitary certificate
- Customs regulations are consistent across India, but interpretations can vary between Customs offices and ports. APAC will liaise directly with local destination agents to ensure smooth clearance at your specific port of entry.
Items Allowed Duty-Free Under Transfer of Residence
Used personal and household goods are generally allowed duty-free within an aggregate value of Rs. 5,00,000 per family, including:
- Clothing, books, kitchenware, glassware, and furniture
- Small appliances such as mixers, juicers, and irons
- Personal computers, laptops, and mobile phones
- Washing machines and cooking ranges

Alcohol — Important Note
Import duties on alcohol, wines, and spirits into India are very high — approximately 160% or more, plus potential fines and penalties. It is strongly advised not to ship alcohol into India. If you do include alcohol, it must be within the limit of 2 litres and shipped as part of your household goods consignment, not as accompanied baggage.
Restricted Items (Require a Licence)
- Firearms, ammunition, and weapons — a valid import licence must be obtained before shipping

- Narcotics, non-branded drugs, and psychotropic substances
